We are seeking a Sourcing Manager to work closely with various business functions and spend categories within a leading biotech company. This role provides an excellent opportunity to understand how large multinational companies operate and navigate within a matrixed corporate environment.

The Sourcing Manager will be located at our site in Breda, reporting to the site senior sourcing lead. The role requires being on-site for a minimum of 2-3 days per week, with the option for remote work on other days.

 

Executing Sourcing Strategies:

  • Work is guided by operational and project-related objectives.
  • Implement project sourcing strategies and documents (in Sirion and Scout) while guiding sourcing execution through to implementation.
  • Manage electronic Request for Proposal (eRFX) and Quotation processes in Scout.
  • Ensure sourcing tactics drive value in specific functional business environments, considering legal and regulatory contexts.
  • Collaborate with the business to ensure timely execution of eRFX, bid analysis, contractor selection, final approval, and execution of contracts or scope of work for purchase orders in a fast-paced environment.

 

Delivering Value for Customers:

  • Understand business goals and customer needs to implement opportunities while providing training and guidance.
  • Partner with colleagues in Finance and other function heads as appropriate.
  • Support and manage the delivery and validation of savings for Global Category Managers.
  • Anticipate and prevent potential problems through root cause analysis.

 

Managing Projects and Contracts:

  • Ensure procurement policies are followed, and compliance metrics are met or exceeded, supported by supplier contracts in Sirion.
  • Inform stakeholders of sourcing policies and procedures, providing support and corrective actions as necessary.
  • Assist the Project Manager with strategic sourcing and procurement matters.
  • Act as a liaison between ProjectTeams and suppliers, managing commercial relationships.
  • Develop and maintain a Project Sourcing Plan with the Project Manager, keeping it updated throughout the project lifecycle.
  • Lead the selection of contract strategy, commercial price structures, and incentives/penalties.
  • Lead supplier selection, whether through competitive bidding or single sourcing.
  • Draft and ensure timely reviews and execution of all contract documents using Sirion.
  • Support ongoing contract management, including renewals and renegotiations of expiring contracts.
  • Provide basic training on contract provisions to the Project Team and serve as the source for contract interpretation during project execution.
  • Work with the Project Manager and Project Controls Manager to resolve contractor disputes, claims, and/or change orders.

The Sourcing Manager will also receive excellent training, support, and knowledge of procurement practices.

 

Basic Qualifications:

  • Bachelor’s degree and 5 years of Strategic Sourcing experience, OR
  • HBO diploma and 7 years of experience in Strategic Sourcing, Capital Procurement, Operations, or Project Management.

 

Preferred Qualifications:

  • Hands-on strategic sourcing experience, preferably in facilities and distribution.
  • Flexibility and agility to work in a dynamic program.
  • Mastery of project sourcing processes (tendering, supplier negotiations, selection process, and contracting) in various categories and the use of e-sourcing tools such as Scout/Ariba.
  • Experience leading contracting activities, including negotiations and contract creation in a contract tool, while managing ongoing contract needs.
  • Excellent communication skills (presentation, virtual team development, etc.), resulting in relationship building and development.
  • Experience with e-procurement tools such as SAP, Ariba, Sirion, and Scout.
  • Highly proficient with MS Office Suite, including Excel and PowerPoint.
  • Fluent business English, both written and oral.
